Construction's Economic Impact on Wisconsin

Click Here for a copy of a study commissioned by the Associated General Contractors of Greater Milwaukee (AGC) and the Allied Construction Employers Association (ACEA) representing and more than 500 different firms in the commercial and industrial, as well as the multi-family residential, construction business.           

This report details the economic contribution of our sector of the construction industry in Wisconsin: 

·        More than 114,000 jobs statewide and an annual payroll of $1.4 billion.

·        Average annual earnings of $39,011, this is more than 24% higher than the average wage of a worker in Wisconsin.

·        Over $260 million contributed yearly to state revenues in the form of income and sales taxes.

·        An employment base with growth among the highest in Wisconsin, expanding by 43% in a decade.

·        A total contribution of more than $7.4 billion to our state’s economy.

LABOR CONTRACTS NEGOTIATIONS

The AGC of Greater Milwaukee provides its signatory contract members with a full range of services to assist them in dealing with their workforce issues such as resolving labor disputes and participation in the bargaining process of labor negotiations.

The AGC of Greater Milwaukee negotiates collective bargaining agreements for its signatory members with the following building trade unions: Milwaukee & Southeastern Wisconsin Council of Carpenters; Bricklayers and Allied Craftsmen District Council; International Union of Operating Engineers, Local 139; Laborers’ International Union of North America Local 392 & Local 113; Operative Plasterers & Cement Masons, International Union Local 599, Area 588.

All negotiations are coordinated by specific craft negotiating committees comprised of members who have assigned their collective bargaining authorization rights to the AGC. Overall coordination of Labor Policy for AGC is coordinated by a Labor Policy Committee and Chairman.

The AGC of Greater Milwaukee provide signatory members with a strong negotiating position due to its experience and resources. Additionally, as a multi-employer collective bargaining agent, its strength is derived from the number of its participating contractors—a strength that individual employers are not able to achieve in the bargaining process.

CONTRACT ADMINISTRATION/INTERPRETATION

As a signatory member of AGC of Greater Milwaukee services are available to you that assist in the interpretation of labor agreements. The AGC of Greater Milwaukee has developed relationships with union officials to handle many disputes, thus we can offer assistance and advice on the resolution of problems associated with labor problems. By acting as the agent for members who assign their bargaining rights to AGC, we can relieve you of the need to assign these labor relations responsibilities to one of your company employees.

LABOR GRIEVANCE AND ARBRITRATION

As a signatory to AGC you as an individual employer have valuable resources to handle labor grievances and arbitration disputes. As a member of AGC and a participant in the Industry Advancement Program, resources are available that include a highly talented labor attorney, that will assist members in their dealings with grievances and arbitration requests.

Within each collective bargaining agreement, procedures have been established for contract grievance and arbitration. If you receive a grievance from a union, a grievance process has been developed on your behalf.

If the arbitration is unsuccessful, and arbitration is necessary, you may receive funding for some or all of the cost of arbitration if the situation of question would settle a significant precedent for the construction industry.

SUBSTANCE ABUSE/DRUG TESTING

The AGC provides services to its signatory members that cover Random Drug Testing programs that help individuals in the construction industry with substance abuse problems. If you are signatory to the Cement Masons, Carpenters and Laborers Agreements you are eligible for the Random Drug Testing Program.
